Mr. Morgan serves as the Protective Security Advisor (PSA) for DHS Cybersecurity & Infrastructure Security Agency (CISA). Based in Topeka, Kansas, he supports the CISA’s mission of strengthening the security and resilience of the nation’s critical infrastructure. PSA Morgan proactively engages with federal, state, local, tribal, and territorial government mission partners and members of the private sector stakeholder community to protect critical infrastructures. PSA Morgan conducts security assessments and supports security planning, training, large-scale special events and exercises. 

The DHS Cybersecurity and Infrastructure Security Agency (CISA) aims to enhance preparedness through a “whole community” approach by providing training, products, and resources to a broad range of stakeholders on issues such as active shooter awareness, incident response, and workplace violence. Preparing employees for a potential active shooter incident is an integral component of an organization’s incident response planning. Because active shooter incidents are unpredictable and evolve quickly, preparing for and knowing what to do in an active shooter situation can be the difference between life and death. Every second counts. The presentation focuses on providing awareness training that supports the development of emergency action planning capabilities.
